Report on the 2011 Human Development

By Tahsin Ahmed S.

The Report on Human Development in India (HDR ) 2011 by applied Manpower research Institute, a research organization under the planning Commission, has not created a storm as expected - given the nature of his information. The report examines whether certain sections of Indian society suffer multiple deprivations by examining how different castes and religious groups are doing in terms of various socio-economic indicators. Arriving a few years after the Sachar Committee report (06), this report is of great importance for the Muslim community, especially because it analyzes whether social indicators of excluded groups converge or diverge with the rest of the population. The Human Development Index (HDI) is a composite index of three performance indicators: health and longevity, education and living standards. In the HDR 2010, India ranked 119 among 192 countries with an HDI of the average level of 0.52. The 2010 report recognizes that India is among the 10 best movers in the growth of gross domestic product (GDP). However, it is feared that, despite high growth rates, many people are left out of the growth story of India and inequality is on the rise. It is encouraging that the National HDR 2011, the HDI between 1999-00 and 07-08 (the latest year for which we can estimate) increased by 21%. This report provides valuable insight on the question of whether different social groups like SC, ST or Muslim, are excluded from the development process and if India is inclusive growth in the real sense. The scope of this article is reserved for main conclusions regarding Muslims. Key highlights: high incidence of poverty: A third of Muslims in the country live below the poverty line. The unemployment rate (current daily status) increases for Muslims. Ownership of household assets is the lowest in the case of Muslims. Participation in the labor force is much lower for Muslims, against all other religious communities (52.8% in rural areas and 47.4% in urban areas). The worker population ratio is much lower in the case of the Muslims against all other religious communities (51.8% in rural areas and 45.9% in urban areas). The percentage of malnutrition among adult women increases for Muslims. The increased incidence of women suffering from anemia between 1998-99 and 05-06 was found to be highest for Muslim women with about six percentage points. Among the major States with the Cessation / dropout students among Muslims: the financial constraints (27%), non-interested in studying the parents (18%) and children not interested in the study (12%). Higher levels of education lead to lowering the incidence of poverty. If the benefits of growth must reach all segments of the Indian population, especially those belonging to SC, ST and Muslims, concrete steps must be taken to address the results of the social sector such as health, education, employment and asset ownership. Muslim political and religious leaders and social workers should be enabled. Emotional issues must be sidelined. The central government and the state government allocate a large budget and implement a plethora of schemes for the upliftment of minorities. This amount should be spent in areas critical to support corrective action. There should be more interaction between the government and Muslim society. Bureaucrats manning the ministries as the Welfare minorities should develop effective programs with a clear vision and clear objectives rather than repeating some outdated and inefficient patterns, year after year. Provide the community is more important than the alms release. Good postmarketing evaluation implement of the usefulness of systems will be very beneficial. It is also time for the Muslim community to re-draw its requirements and re-set its priorities. There is much hope and there are a lot of positives from the Human Development Report since the data reveals that Muslims are catching up on other development indicators.
