Wearing a long black dress with the Palestinian flag and with a keffiyeh scarf draped over her shoulder, Tahrir Hamad, 33, leads a quiet revolution in Palestinian society. On July 29, she became the first and so far the only woman named "Mazouna," a Muslim officer authorized to perform marriages and divorces. So far in the Arab world, Egypt and Abu Dhabi appointed women to that position. The reason there are not more, she said smiling, is cultural rather than theological. "The only obstacle comes from our patriarchal society, because there is no religious or moral reason why women to fill this position."
